Rubio, the chairman of the U.S. Senate Western Hemisphere Subcommittee, is cosponsoring the resolution. Other backers include U.S. Sens. Benjamin Cardin, D-Mary., Chris Coons, D-Del., Ted Cruz, R-Texas, Tim Kaine, D-Va., and Bob Menendez, D-NJ.
