With bills from state Sen. Manny Diaz, R-Hialeah Gardens, and state Reps. Jason Fischer, R-Jacksonville and state Rep. Mike La Rosa, R-St. Cloud, giving the state more authority on the matter, a fierce debate is taking on whether vacation-rentals and other short-term rentals should be regulated at the local level or state levels.

On issues ranging from banning plastic straws, impact fees and short-term rentals, the FLOC felt under attack. 

Home Rule means that local matters are handled at the local level. While the state does have broad powers explicitly identified in the Florida Constitution, the default is for local communities to have say over things like zoning and other matters.
