While Democrats prescribed $1 trillion of aid in the Phase 4 package they approved in May, Republicans initially insisted the only aid they would consider is to allow local governments discretion to use an existing $150 billion coronavirus relief fund to cover operating expenses, which initially was prohibited. GOP negotiators reportedly have since upped the offer to $200 billion of new aid.

Rick Scott Urges Treasury Department to Make Public How State, Local Governments Spending Coronavirus...
On Thursday, U.S. Sen. Rick Scott, R-Fla., wrote to U.S. Treasury Sec. Steven Mnuchin requesting the agency’s plan to publicly release information on how the more than $1 trillion in state and local government funding already allocated for coronavirus response is being spent.
Scott wants the agencies to look into the services to be performed and the source of the money paid to Amsterdam & Partners to determine if it violates the sanctions imposed against the Maduro regime and whether there is any effort to circumvent FARA regulations.
